The Center has a legal personality and has the right to take all necessary legal actions to achieve its objectives, including the conclusion of contracts and accept aid, contributions, grants, donations and bequests, with the right of litigation and delegate the Attorney-General of Civil in the judicial proceedings.
And associated with the minister of Labour the in order to ensure and improve the quality of the outputs of Employment and Technical and Vocational Education and Training institutions.

The Center shall assume the following duties and powers:
1. Setting up and developing standards for technical and vocational education and training to control quality of outcomes, and submitting said standards to the Council for approval.
2. Licensing and accrediting technical and vocational education and training institutions.
3. Conducting occupational tests for those involved in technical and vocational work and granting occupational licenses
